So why are they left active ! Some teams even in top division are inactive so why are they left in the division, it would be better all round that top divison is left with full fixtures ?

If they are inactive, they won't be in the top division at all. I would say they more like a semi-active, only log in once in a while to check on their team. A good example is my country and there's nothing wrong with that.

I agree, I did not come very often in ManagerZone and my players always stopped training because I barely entered the game and my team was semi-inactive

Sometimes a player decides to sell all of his players but the user keep the account active, just in case he would like to play again without having to create a new team (and to start from zero).
