Custom youth setup

I want to ask a question if someone can help me. I had 12 youth players. I wanted to get 23 and i used custom youth setup. I ordered 3 16y 4 17y and 4 18y. What i got is just 7 youth players. 3 16y and 7 17y. I didnt get 18y and i lost 4 18y youths i had. Can anyone explain please.I want to ask a question if someone can help me.
