Definitely not BC. Majority of manager will train Speed/Stamina and at least one primary (shooting/tackling/keeping) first.
Many different ways to train. It really depends if you want to keep a competitive U18 team at the same time as that influences how you train them

That depends mostly on strategy. I have identified couple of methods which people use:
1)Focus on main skill plus speed and stamina.
2)Focus only on main skill on training field. Speed, stamina and ball control are trained at training camp.
3)Training youths in speed, stamina and ball control. And if those skills go high enough than focus on main skill.
Those I would call "main types" but there are many others. If you just started I would pick one of those methods at the beginning and with time you'll gain more experience and you'll adjust based on your experience.

The only thing I personally don’t agree with is BC. I don’t think it’s so necessary to train at a young age. I’d much prefer training speed, stamina and a primary and BC, Pass or AP wouldn’t come into any training till last year of camp as an 18 year old. Just my opinion though.
